Vladimir Bukovskii, the former Soviet political prisoner and democracy campaigner, proposed on 11 October exchanging Khodorkovskii for former Atomic Energy Minister Yevgenii Adamov, who is in Switzerland awaiting extradition to the United States, newru.com reported. Bukovskii, who was swapped for Chilean Communist leader Louis Corvalan in 1976, said Adamov's case is criminal and Khodorkovskii's is political. In the past, he said, "political prisoners were exchanged for spies." But Federation Council International Affairs Committee Chairman Margelov told "Nezavisimaya gazeta" on 11 October that connecting the two cases was akin to linking Khodorkovskii's case with global warming. And Stanislav Belkovskii, the founder of the National Strategy Institute, said that he believes the U.S. administration will make "no radical steps in favor of Khodorkovskii as it is quite satisfied with Putin as president of Russia."
